A Presidential Aide to former President Jonathan on new-media, Mr. Reno Omokri, had described The Present Minister of transport, Mr. Rotimi Amaechi as an ignoramus who is gradually losing his marble. The spoke person took to his Facebook account to give detail on the alleged $65billion Excess Crude Oil Proceeds not accounted for, as submitted by The former Governor and Present Minister of Transport.
Recalled that Mr. Rotimi Ameachi had claimed that President Jonathan could account for $65billion Excess Crude Proceeds during his administration that ended in 2015.
Explaining further, Omokri said on the contrary, Jonathan administration meet $6.5 billion in the Excess Crude Account upon inception in 2010 and not $65billion as wrongly asserted by Rotimi Amaechi. ‘’in fact the Jonathan government ought to be praised for increasing the amount in the excess crude account to almost $9billion by 2012.
He wondered why the former governor is unable to get his facts straight before coming to say what cannot be substantiated. ‘’former president Olusegun Obasanjo and former Governor of the central bank, Charles Soludo are both alive, even the freedom of information signed into law by boss is still there as tool to verify if indeed it is true, the assertion that indeed there was $65 billion in the excess crude account as claimed by Rotimi Amaechi’’.
‘’ Rotimi Amaechi is a notorious ignoramus who speaks without thinking and it is suspected that either he is speaking under the influence of drug or he is going senile’’
Continuing, he said his reason for saying so is in the fact that ‘’He Rotimi Amaechi was then the chairman of Nigeria Governors Forum, and that he precisely was instead the reason why the Excess Crude Account had to be phased out.
Prodding Further, he said it was Nigeria Governors Forum led by Rotimi Amaechi, using their influence at the house of representatives to declare that the excess crude Account was illegal in 2012.
‘’It was as a result of this outcome, and excruciating pressure from Nigeria Governors Forum and most notably from the then Rivers State Governor Rotimi Amaechi, that Jonathan administration had to end the Excess Crude Account and the Sovereign Wealth fund regimes and instead share the funds in those accounts amongst the three tiers of government’’. ‘’Adding to that was their resolve approaching the supreme court to challenge the illegality of the Excess Crude Account and the former presidents Jonathan’s decision to transfer $1billion from that account to sovereign wealth fund’’.
Omokri said the decision was taken on September 21,2012 at Rivers state Governor’s lodge with Governor Rotimi Amaechi being the host. He went further to give details of their outcome. ‘’ that the forum unanimously decided to head back to court to enforce the federal government’s adherence to the constitution’’. corroborating Ameachi’s claim, Omokri quoted section162 which say ‘’
‘’ (1)Federation shall maintain a special account to be called the federation account’into which shall be paid all revenues collected by the government of the federation, except the proceeds from the personal income tax of the personnel of the armed forces of the Federation, the Nigeria Police Force, ministry or departments of Government charged with responsibility for Foreign Affairs and the residents of the federal capital territory, Abuja.
‘’(2)The president, upon the receipt of advice from the revenue mobilisation Allocation and fiscal commission, shall table before the National Assembly proposals for revenue allocation from the federation account, and in determining the formula, the National Assembly shall take into account, the allocation principle especially, land mass, terrain as well as population density
(3)’’Any amount standing to the credit of the Federation Account shall be distributed among the federal states and local governments council in each state on such terms and in such manner as may be prescribed by national Assembly’’.
Continuing, Omokri said from the above although, it was clear what the Amaechi led Governors forum wanted, hence its justification of taking the then federal government to court. He said the jonathan adminstration offered an out of court settlement in a deal that would have seen the federal government sharing some money and saving up the rest for Nigeria’s future but the governors Rejected the offer. ‘’the jonathan administration had argued at the suprme court that sharing the money in the ‘ECA’ would affect the running of the nation’s econmomy’’ but alas, working in tendem with Ameachi and his supporters in Nigeria’s Governors forum, is the APC members in the house of representatives approached a federal high court on th 7th of february,2014 for a perpetual injuction restraining the jonathan Administration from operating the ECA’ and to pay all proceed of that account into the federation account for sharing amongst the three tiers of government’’
By these acts, Omokri said was as a result, the Jonathan administration paid the 36states of the federation a total of #2.92trillion from the excess crude Account between 2011 and 2014.
‘’ So, it is quite clear that anyone who accuses the Jonathan administration squandering $65 Billion ‘ECA’ funds is speaking in ignorance’’.
‘’What I will advise Ameachi to do is to take to his own advice from last week publication when he said’’ I agree with those who said we should stop criticising the last government and that we should do our own’’
on this basis, Omokri advice Rotimi Amaechi to stop Blaming the Jonathan Administration while at the same time enjoying the fruits of its labor like the Abuja-Kaduna Railway and the national railway that was revived by the Jonathan government after years of being moribund’’.
